To find someone released from the Kentucky Department of Corrections, begin with the statewide correctional record rather than Bullitt County’s current jail roster. KDOC covers sentenced state prisoners held in institutions and approved county or contract beds. A state prisoner may be paroled, discharged, transferred, or placed under community supervision. No state prison was identified inside Bullitt County, yet the state system still serves local cases and may use the county detention center as a physical release location. The state status and the local exit record can therefore describe separate parts of one release.

Kentucky Corrections Serving Bullitt County

The Kentucky Department of Corrections is a statewide correctional system, not a single facility in Bullitt County. Research identified no KDOC prison within the county. State custody still matters because a Bullitt felony defendant can move from Bullitt County Detention Center to a state institution, remain in a county bed under KDOC authority, or return to a county location for a court matter.

This overlap changes the search path. The Bullitt current JailTracker answers whether a person is displayed in the local jail now. It does not provide the complete state sentence, parole, supervision, or discharge history. Kentucky Online Offender Lookup, commonly called KOOL, is the principal public person search for the KDOC correctional population.

A county booking and a state offender record can both exist. Neither should be made to replace the other. KOOL supplies the state status. When Bullitt County Detention Center processed the physical release or transfer, the local booking and release entry supplies the facility event.


Kentucky Corrections Release Destinations

A state prisoner may leave institutional custody through parole, final discharge, mandatory reentry supervision, transfer to another authority, or another legally authorized route. Parole means conditional release while the sentence remains active. Discharge is the formal end recorded by the responsible authority. Transfer ends custody at one place but does not mean return to the community.

A favorable parole action may precede the actual exit. Conditions, release planning, detainers, rescission, and administrative processing can intervene. Likewise, release from an institution can occur while the person remains legally supervised. Use exact labels instead of saying only that someone is “free.”


Search Kentucky Corrections Release Records

KOOL supports name and offender-number searches, along with detailed filters. The offender number is preferable when known. Start with limited information because excessive filters can produce a false no-result. Compare identifiers before opening a record, especially when several people share a name.

  1. Open the official KOOL offender search and enter a name or known offender number.
  2. Compare identifiers, current location, and DOC or PID numbers before selecting the person.
  3. Open the detail and record status, institution or supervision location, offense and sentence data, and each relevant date label exactly as displayed.
  4. If the record shows parole or another community status, use the KDOC Probation and Parole directory to locate the correct office.
  5. If the record shows release or discharge, treat it as KDOC’s statement and obtain the supporting state record when formal proof is needed.
  6. When Bullitt was the physical location, request the Bullitt jail entry to confirm the local exit date, time, and disposition.

A person absent from KOOL was not necessarily never held. The case may be county-only, outside the public state scope, recorded under different identifiers, confidential, expunged, or outside the available data period. Continue with the correct court or custodian rather than turning an empty search into a release finding.

Note: KOOL warns that offender information newer than 120 days may not be final, so verify a recent status with KDOC.


Kentucky Corrections Status and Dates

KOOL’s advanced form can search names, aliases, DOC and PID numbers, offender type, supervision status, location type, county of supervision, offense details, institution start, supervision begin, abscond dates, and a projected release date range. Result details may include status, institution, supervision location, sentence and offense data, parole information, release-related dates, and a state image.

The live label controls. Parole Eligibility Date, Proposed Release Date, Projected Release Date, and sentence expiration fields are not synonyms. One verified KOOL example shows a community state with status “Parole” and location “Released To Other Agency (Probation & Parole).” That supports release from a KDOC institution into supervision. It does not, by itself, prove final discharge.

KDOC Daily Releases in Bullitt

KDOC publishes research, statistics, and daily-release reports. A cited report for June 23, 2025 lists Bullitt County Detention Center as a release location. This is strong evidence of the county-bed overlap: a person can be in the state correctional universe while the physical location is Bullitt’s county jail.

A daily state report can corroborate the date, release type, and location for a KDOC event. It is not a complete list of all Bullitt bond-outs, dismissals, time-served releases, or transfers. Those county events belong to the jail and court record. The report should also not be treated as a permanent archive of every detail on an individual offender.

When the report and KOOL agree, preserve both labels and dates. When the physical exit matters, add Bullitt’s facility entry. If they conflict, report the difference and ask each agency about the field it maintains. Do not silently combine the dates.


Kentucky Corrections Records Request

The public search may not contain the full release authority or calculation. KDOC’s official open-records process accepts requests for existing state records. Include a mailing address and identify the offender by full name plus date of birth or identification number. Ask for the specific documents needed rather than a broad explanation.

Useful existing records can include the release order, recorded release or discharge date and authority, sentence-calculation and time-credit sheet, final discharge certificate or order, parole order and conditions, supervision begin and end fields, closure record, and institutional movement history. These are state records. A separate Bullitt request is needed for the county booking or physical exit entry.

KDOC lists ten cents per released paper page, one dollar plus postage for electronic documents on CD, and about two dollars and fifty cents plus postage for a USB. Its page says KRS 197.025 requires a response within five days after receipt, excluding Saturdays, Sundays, and legal holidays, that states availability, denial, or expected availability. No walk-in hours or physical records-office street address were verified, so none are supplied.


Kentucky Corrections Parole Decisions

The Kentucky Parole Board makes parole decisions. KDOC Probation and Parole performs field supervision. The Board publishes monthly eligibility materials and other current resources, but no standalone statewide searchable decision portal was verified. A hearing-month list is a schedule, not proof that release was granted or completed.

After locating a person on a monthly list, check KOOL’s parole table for the exact Hearing Action, Months Deferred, Next Parole Eligibility Date, and Proposed Release Date fields shown. A deferred outcome and a later eligibility date are not release. A favorable decision may still be followed by planning, conditions, a detainer, rescission, or processing.

KRS 439.340 supplies general parole authority. KRS 439.3401 contains special eligibility rules for qualifying violent offenders, including the often described 85-percent minimum, but it does not apply to all offenses and is not a universal release-date formula. Confirm the governing conviction and law with the official record.


Kentucky Supervision After Bullitt Release

If KOOL shows parole, probation, or another KDOC community status, consult the official Probation and Parole directory. KDOC lists Bullitt County in District 5 with a county contact number of 502-782-3851. The verified District 5 manual locates the Bullitt office at 138 Old Preston Highway South in Shepherdsville.

Parole usually follows imprisonment. Probation comes from a sentencing court and may occur without a state-prison release. Pretrial monitoring is separate again. A Bullitt jail bond-out must not be called parole merely because the person is in the community. Match the KOOL status, Board record, or court order to the right system.

An absconder label signals an alleged failure to remain in contact or comply. It is not final discharge or a new conviction. KDOC policy also distinguishes release from active reporting from sentence expiration and final discharge. The Bullitt probation and parole record covers the local supervision and reentry routes.

Note: A state prisoner can leave confinement and remain under legal supervision, so institutional release and final discharge may occur on different dates.


Kentucky Corrections Sentence Credits

KRS 197.045 governs key Kentucky sentence-credit rules. Credits may involve prior confinement, approved educational or program milestones, good behavior, or specified meritorious acts. Eligibility depends on the sentence and governing law. Credits can also be forfeited or restored through the proper process.

Consecutive sentences may be aggregated for calculation. Special statutory treatment applies in some cases. These rules are not flat deductions that can safely be applied by hand. Request the KDOC sentence-calculation and time-credit sheet when the basis for a projected date must be documented.

KRS 439.3406 provides mandatory reentry supervision for many eligible prisoners before projected sentence completion, with important exclusions. A person released through that route is treated as released on parole while supervision continues. This is another reason to distinguish institutional release, community supervision, and final discharge.


Kentucky Corrections Search Boundaries

KOOL does not cover every Bullitt booking. The Bullitt current roster does not show the full state record. VINELink is a participating custody and notification feed, not a final discharge certificate. Federal Bureau of Prisons and ICE custody also sit outside KOOL. Each system must be checked only when the facts place the person within it.

  • Use KOOL and KDOC records for a state prisoner’s status, sentence dates, parole, supervision, and discharge.
  • Use Bullitt County Detention Center records for the local booking and physical release or transfer entry.
  • Use the Bullitt court file for judicial orders, including probation and sentencing authority.
  • Use VINELink for a participating status check and custody-change notification.
  • Use BOP, the federal docket, U.S. Marshals information, or ICE sources for those separate custody systems.

The strongest result states both what was established and what was not. A KDOC discharge can establish the state outcome. It does not, without the facility entry, establish the exact moment the person left a Bullitt county bed. A Bullitt roster absence establishes neither fact by itself.
